Loyalty certificate

Certification issued by a state agency as proof that the civilian “under suspicion for his political beliefs” was actually deemed safe by the state. This certification was necessary for any transaction with the public sector, such as enrolling at university, obtaining a driver’s licence, civil service appointment, etc.
